The U.S. Census lists Maryland as the 5th densest state in the nation and projections figure that one million people will be added by the year 2035. Governor Martin O'Malley unveiled a master plan in April to curb the suburban sprawl that comes with such population explosion, called Plan Maryland. The state proposes to reward communities that embrace efficient and responsible growth while withholding funding from those that don't control development. Local leaders cried foul, complaining that the plan is akin to a state take-over of what should be local domain. A revised plan was released last Friday in effort to address the concerns. Maryland makes another push for smart growth. Our guest: Maryland Department of Planning Secretary Richard Hall.

Secretary Hall on septics legislation on Midday with Dan Rodricks on WYPR, Feb. 23, 2011

A look at Gov. Martin O'Malley's bid to prohibit the use of septic tanks for most new construction. His goal is to curb future pollution of the Chesapeake Bay by confining growth to areas served by public sewer systems. The show's guests included Richard Hall, Maryland's state planning secretary, and John Kortecamp, chief executive officer of the Homebuilders Association of Maryland.

New Report Examines How Smart Growth Can Enhance Prosperity

A new report by the Center for Clean Air Policy finds that smart growth practices can enhance community prosperity and generate economic benefits for local businesses, households, and governments. The study, Growing Wealthier: Smart Growth, Climate Change and Prosperity, shows how reduced driving and efficient land use planning are strongly interconnected with economic growth and better quality of life.
